The 600-page environmental review is based on the idea that Kiryas Joel leaders have promoted throughout the annexation discussions and legal battles – that regardless of annexation approval, an estimated 3,825 new homes will be divided between the village and annexation area, reports Record Online (http://bit.ly/1FKzm4k).

The report states that, “the potential impacts of annexation relate not to population growth, but to the difference in population distribution” depending on whether housing would be built under Monroe zoning or the higher concentrations Kiryas Joel would allow.

The annexation of 507 acres would grow Kiryas Joel by almost 75 percent. The report shows that 3,825 housing units could be built at a density of 6.6 units per acre on that land. Under Monroe zoning, the report says that 1,431 units could be built, leaving 2,394 additional homes that would be built inside 691 acres of the village that doesn’t have a lot of land left for development.

The report attempts to counteract opposition to the annexation proposal by showing that incorporating or not incorporating the land makes no difference on social service cost and capacity of sewage treatment in southern Orange County. The report says Kiryas Joel will generate an additional 1.3 million gallons of wastewater per day by 2025 whether land is annexed or not because growth is inevitable. The report projects a population of 42,297 by 2025.

The report also estimates that the annexation would create a tax benefit of $10.4 million for the Monroe-Woodbury School District.

The document is posted here (www.kj-seqra.com/507Acres) and is also available at the Monroe Free Library and Monroe Town Hall.

A public hearing on the statement will be held in the village June 10.

#1 You seem to forget that all US land belonged to Native Americans (“Indians”) and was stolen, first by the pioneers from Britain and then by the USA itself. Some was bought from France or grabbed from Hawaii and Mexico after trumped up wars, just like the Europeans grew their empires. The difference is that those empires no longer exist.
