In a letter penned by Deri last week, the minister announced that non-citizens carrying valid student visas will be permitted to return to Israel, ending the ban on their return which had been put in place during the peak of the coronavirus pandemic.

“Because of the importance of Torah learning and the return of regular studies” in yeshivas, wrote Deri, “I have decided, in conjunction with the Foreign Ministry and the Health Ministry, to permit married yeshiva students learning in established institutions, along with their families, to return to Israel, if they’re carrying valid visas.”

Regarding the unmarried students Deri stated that the yeshiva will have to make specific requests for approval of each student, though they will be given a specific email address for these requests rather than having to go through the general process and department.

The e-mail address is [email protected]

Deri stipulated six conditions for the return of the foreign students:

Returning students must make sure that they are picked up at the airport by a private driver, and that they will be taken directly from the airport to their place of self-quarantine

The yeshiva will have to declare that they know the returning avreich and family has a place for quarantine.

For yeshiva bochurim, the yeshiva will set aside a dormitory area for the students to quarantine in.

The yeshiva will have to provide all the necessary food for the students during the duration of their quarantine.

Each yeshiva must have a liaison to maintain contact between the quarantined students and the yeshiva management.

Any student who shows signs of illness must be reported immediately to health authorities.

Each student will need his own bedroom, bathroom and shower in quarantine, not to be shared with other students.

Surprisingly, the ministry did not require returning students to undergo corona tests and did not stipulate what the penalty would be for yeshivas who do not fulfill the criteria

I am afraid that this is driven by economics and not safety.
